A Study on Sources of Improperness of Elder Abuse ReportinA Reporting and Service Delivery Systems : Content Analysis of Experts¡¯ Perceptions

Abstract
This study examined the level of properness and the sources of properness/improperness of current systems of elder abuse reporting and service delivery. Data were drawn from in-depth interviews in which 68 field workers and professionals majored in social welfare for the elderly participated. 73.5% of respondents indicated the improperness of current systems for elderly abuse reporting and service delivery. Content analysis of reasons for roperness/improperness revealed that the sources were categorized into 7 categories and 40 specific sources. The respondents mentioned most frequently as their sources of improperness in this order: 1) Lack of workers¡¯ authority to excercise professional discretion for filing a legal charge against the elder abuser, 2) Lack of systems to protect vulnerable older adults(e.g. those with low ADL levels) maintain their independence as much as possible from abusive family members, 3) Inadequate provision of long-term care and skilled nursing care facilities for the abused elderly who do not want to return to home, 4) Inadequate provision of community-based supportive services to enable the abused older adult¡¯s choice to remain at home. Implications for macro and micro alternatives to support the abused elderly were provided.
